Handyman vs Contractor in Hong Kong: When to Hire Which

Every Hong Kong homeowner or tenant eventually faces a home repair or improvement decision, and one of the first questions is: should I hire a handyman or a contractor? The answer is not always obvious, and choosing the wrong one can lead to substandard work, legal complications, or vastly overpaying for a simple job. Understanding the differences — in scope, licensing, costs, insurance, and regulatory requirements — will help you make the right call every time.

Defining the Roles

In Hong Kong's home services market, the terms are often used loosely, so let us establish clear definitions:

  • Handyman (散工師傅 / 雜工): A generalist who handles small-scale repairs and maintenance tasks. A handyman might fix a leaking tap, install a shelf, replace a door lock, hang curtains, patch a small area of peeling paint, assemble flat-pack furniture, or unblock a drain. The work is typically completed in a few hours and does not require structural changes, permits, or specialised trade licences.
  • Contractor (承建商 / 裝修公司): A company or individual licensed to undertake larger-scale construction, renovation, or specialised trade work. In Hong Kong, this includes general contractors for full-flat renovations, as well as specialist contractors for electrical work, plumbing, air conditioning installation, waterproofing, aluminium window replacement, and structural alterations. Contractors employ or subcontract to workers with specific trade qualifications.

Scope of Work: The Decision Framework

The most practical way to decide is to assess the scope and nature of your project. Here is a practical guide for common Hong Kong home situations:

  • Hire a handyman for: Replacing tap washers and minor plumbing fixes, hanging pictures and shelves, assembling IKEA or Pricerite furniture, replacing light switches and socket faceplates (not rewiring), patching small cracks or holes in walls, adjusting doors that stick or do not close properly, installing curtain tracks or blinds, replacing silicone sealant around bathtubs and sinks, minor paint touch-ups, and general odd jobs around the home.
  • Hire a contractor for: Full or partial flat renovation (拆裝 / 全屋裝修), any electrical rewiring or new circuit installation (requires a Registered Electrical Worker), plumbing work beyond simple tap repairs (especially anything involving the building's main water supply or drainage), waterproofing works (bathrooms, kitchens, rooftops), installing or relocating air conditioning systems, replacing aluminium windows, knocking down or building walls, custom carpentry and built-in furniture (嵌入式傢俬), flooring replacement across the entire flat, and any work that requires a Minor Works Submission.

Licensing and Legal Requirements

This is where Hong Kong differs significantly from many other cities, and getting it wrong can have legal consequences:

  • Handyman work generally does not require specific government licences in Hong Kong. There is no "handyman licence" per se. However, the moment the work crosses into regulated trades — such as electrical installations, gas fitting, or plumbing connected to the building's shared systems — a licensed professional is legally required.
  • Electrical work must be performed by a Registered Electrical Worker (REW) or Registered Electrical Contractor (REC) under the Electricity Ordinance. Even seemingly simple tasks like adding a new power socket require an REW.
  • Plumbing work affecting the building's water supply must be done by a Licensed Plumber under the Waterworks Ordinance (Cap. 102). This includes any work on pipes connected to the Water Supplies Department mains.
  • Renovation contractors undertaking building works above a certain scale need to be registered as Registered General Building Contractors or Registered Specialist Contractors with the Buildings Department, depending on the type and value of the work.
  • Minor Works Control System (MWCS): Since 2010, the Buildings Department has operated a simplified system for smaller building works. Common household items that fall under MWCS include replacing external windows, erecting or removing internal non-load-bearing walls, installing metal gates, and certain types of drainage work. These require submission by a Registered Minor Works Contractor (RMWC) with the appropriate class and type designation. Penalties for carrying out minor works without proper submission can include fines up to HK$50,000 and imprisonment.

Cost Comparison

Understanding typical pricing helps you budget appropriately and avoid being overcharged:

  • Handyman rates in Hong Kong: Most handymen charge either by the hour or by the job. Hourly rates typically range from HK$200–500 per hour, with a common minimum charge of HK$300–500 (which usually covers the first hour plus travel). For specific tasks, typical prices include: tap replacement (HK$300–600), door lock replacement (HK$400–800), shelf installation (HK$200–400 per shelf), furniture assembly (HK$300–800 per item), and drain unblocking (HK$300–800).
  • Contractor rates in Hong Kong: Contractors quote by the project, and prices vary enormously. A basic full-flat renovation for a 400 sq ft flat (new flooring, painting, basic kitchen and bathroom refresh) might start at HK$150,000–250,000. A mid-range renovation with custom carpentry, new electrical, and upgraded bathrooms for the same size can reach HK$300,000–600,000. Specialist work is priced separately: full electrical rewiring (HK$15,000–35,000), bathroom waterproofing (HK$8,000–20,000 per bathroom), and window replacement (HK$2,000–6,000 per window).

Insurance and Liability

This is an area many Hong Kong homeowners overlook until something goes wrong:

  • Handymen in Hong Kong typically do not carry professional liability insurance or third-party insurance. If a handyman causes damage — say, drilling into a water pipe behind a wall — you may have no recourse beyond a personal claim, which is difficult to enforce. When hiring a handyman, ask whether they have any insurance coverage, and consider whether your own home contents or building insurance would cover accidental damage by a third party.
  • Licensed contractors are generally more likely to carry Contractor's All Risk (CAR) insurance and third-party liability insurance, particularly the larger firms. For renovation projects above HK$100,000, it is strongly advisable to ensure your contractor has at minimum third-party insurance of HK$5 million. The Deed of Mutual Covenant (DMC) in many buildings requires renovation contractors to provide proof of insurance before work commences.
  • Employee's Compensation Insurance is legally required under the Employees' Compensation Ordinance (Cap. 282) for all employers in Hong Kong. If a worker is injured on your premises, the employer (handyman or contractor) should have this coverage. If they are a sole operator without coverage, you could potentially be held liable.

Practical Tips for Hong Kong Homeowners

  • Get multiple quotes: For contractor work, obtain at least three detailed written quotations. Compare not just the total price but the scope, materials specified, timeline, and payment terms.
  • Check credentials: Verify contractor registrations on the Buildings Department website and electrical worker registrations on the EMSD website. For handymen, check online reviews and ask for references.
  • Written agreements: Even for handyman work, agree on the scope, price, and timeline in writing — a WhatsApp message is better than nothing. For contractor work, a formal contract is essential.
  • Payment schedule: Never pay 100% upfront. A standard payment structure for contractor work is 40% deposit, 40% at mid-point, and 20% upon satisfactory completion. For handyman work, paying upon completion is standard.
  • Defects liability period: For contractor renovation work, negotiate a defects liability period of at least six months to one year, during which the contractor must return to fix any issues that arise from the work at no additional cost.
